(AP) ? President Barack Obama is close to naming Thomas Perez, a civil rights official in the Justice Department, as his choice to head the Department of Labor, two people familiar with the process say.

His nomination could come as early as Monday, the people familiar with the process said Saturday. They spoke on condition of anonymity because they were not authorized to speak prior to the official announcement.

If confirmed, Perez would replace Hilda Solis, who resigned in January.

White House spokesman Matt Lehrich declined to comment.

Perez, 51, has led the Justice Department's Civil Rights Division since 2009 and previously served as Maryland's labor secretary. He is expected to have solid support from organized labor as well as the Hispanic community, which is eager to have representation in Obama's second-term Cabinet.

Solis was the first Hispanic woman to head an agency at the Cabinet level. Perez was the first Latino elected to the Montgomery County Council in Maryland, where he served from 2002 to 2006.

Perez would come to the Labor Department as Obama pushes a major immigration overhaul, which could include changes in how employers hire guest workers. Labor Department officials have also taken a prominent role in supporting Obama's effort to raise the federal minimum wage from $7.25 to $9 an hour.

At the Justice Department, Perez played a leading role in the decision to challenge voter ID laws in Texas and South Carolina that could restrict minority voting rights. A federal court later struck down the Texas law and delayed implementation of the law in South Carolina until after the 2012 election.

Perez was easily confirmed by the Senate for his Justice Department post, but since then, some GOP lawmakers have criticized his role in persuading the city of St. Paul, Minn., to withdraw a lending discrimination lawsuit from the Supreme Court. In exchange, the Justice Department declined to join two whistle-blower lawsuits against St. Paul that could have returned millions of dollars in damages to the federal government.

The St. Paul case had challenged the use of statistics to prove race discrimination under the 1968 Fair Housing Act, and Justice Department officials were concerned the court could strike down the practice.

A letter last year from four Republican lawmakers, including Sen. Chuck Grassley of Iowa and Rep. Darrell Issa of California, criticized Perez for a "quid pro quo arrangement" that potentially cost taxpayers more than $180 million.

Fidel Castro laments loss of 'best friend' Chavez

HAVANA (AP) ? Retired leader Fidel Castro broke nearly a week of silence since the death of friend and ally Hugo Chavez, saying Monday that Cuba has lost its "best friend" with the late Venezuelan president's passing.

In an article published on the front page of Communist Party newspaper Granma, Castro said that while it had been clear that Chavez's life was threatened by a recurring cancer affliction that prompted four surgeries, word of his death on March 5 nonetheless came as a bitter shock.

"The best friend the Cuban people have had in the course of their history passed away. ... Although we knew of his critical state of health, the news was a strong blow," Castro wrote.

The 86-year-old Castro, who has been out of power since a near-fatal intestinal ailment forced him from office in 2006, has ceased penning his once-regular opinion pieces, known as "Reflections."

Last October, amid the latest round of rumors about his own health, Castro explained that he decided to do so not because he was ill but because they were taking up valuable space in state media that was needed for other purposes.

In life, Chavez often referred to Castro as a father figure, mentor and close friend, and after he first won election in 1998, Havana and Caracas grew increasingly close.

Chavez supplied Cuba with billions of dollars in subsidized oil to help prop up the island's listing economy, while Havana sent tens of thousands of doctors, teachers, sports trainers and political advisers to work in Venezuela.

Venezuela has become Cuba's No. 1 trading partner.

Following Chavez's latest surgery in Havana in December, Castro said he checked in on the Venezuelan president's health daily.

On Monday, he recalled that Chavez once invited him to go on a riverboat excursion in Venezuela once the two leaders' "revolutionary task" was finished.

Invoking Cuban independence hero Jose Marti and 19th century Venezuelan liberator Simon Bolivar, Castro said it had been an honor to have been Chavez's ally.

"Not even he suspected how great he was," Castro wrote. "Onward to victory always, unforgettable friend!"

Mutated gene causes nerve cell death

Mar. 10, 2013 ? The British astrophysicist Stephen Hawking is likely to be the world's most famous person living with amyotrophic lateral sclerosis (ALS), also known as Lou Gehrig's disease. ALS is a progressive disease affecting motor neurons, nerve cells that control muscle function, and nearly always leads to death. Researchers at the Institute of Molecular Biotechnology of the Austrian Academy of Sciences (IMBA) in Vienna have now identified a completely new mechanism in the onset of motor neuron diseases. Their findings could be the basis for future treatments for these presently incurable diseases.

A new principle on motor neuron death

The IMBA scientists, working with an international team of researchers under the leadership of Josef Penninger and Javier Martinez, discovered a completely new fundamental mechanism that triggers the death of motor neurons. Motor neurons are nerve cells responsible for stimulating muscles. The loss of these motor neurons in mice with a genetic mutation in a gene named CLP11 leads to severe and progressive muscular paralysis and, in some cases, to death.

"We've been working on resolving the function of the CLP1 gene in a living organism for a long time. To do that, we developed model mice in which the function of CLP1 was genetically inactivated. To our utter surprise we discovered that deactivating CLP1 increases the sensitivity of cell die when exposed to oxidative stress2. That leads to enhanced activity of the p53 protein3 and then to the permanent destruction of motor neurons," says Toshikatsu Hanada, a postdoctoral researcher working in the lab of Josef Penninger and first author of the study along with Stefan Weitzer.

Stephen Hawking -- a most renowned patient

Motor neuron diseases (MNDs), such as amyotrophic lateral sclerosis (ALS) and spinal muscular atrophy (SMA), are chronic disorders of the neuromuscular system. These diseases are caused by damage in the motor nerve cells in the brain and spinal cord, and the nerves can no longer stimulate motion in the muscles. The primary symptoms are muscular weakness, muscular dystrophy, and problems swallowing or speaking. Stephen Hawking was diagnosed with ALS 50 years ago. But not all ALS patients live so long with the disease: so far there are no treatments for ALS. Nearly all ALS patients die of paralysis of respiratory muscles within a few years.

Completely new disease mechanism

Javier Martinez, an IMBA team leader and co-author of the study, is a specialist in the field of ribonucleic acid (RNA) research. His research group had discovered the CLP1 gene in an earlier study, published in Nature in 2007. Until now, the exact essential function of CLP1 in RNA biology was unclear. "By deactivating CLP1, we have discovered a previously unknown new species of RNA," says Javier Martinez about the scientific relevance of the work. "The accumulation of this RNA is a consequence of increased oxidative stress in the cell. We see this as one of the triggers for the loss of motor neurons that occurs in ALS and other neuromuscular diseases. Thus our findings describe a completely new mechanism of motor neuron diseases."

Seminal findings

Josef Penninger, scientific director at the IMBA and last-author of the study, is excited about the researchers' findings: "This surprising discovery of a role of CLP1 in the onset of motor neuron diseases is an entirely new principle in how RNA talks to oxidative stress. Nearly all genetic mutations found in ALS patients affect either RNA metabolism or oxidative stress, suggesting a possibly unifying principle for these diseases. Our work may have revealed the 'missing link' in how these two biological systems communicate and trigger incurable diseases like ALS."

Stefan Weitzer sees tremendous potential for these findings: "We've discovered a new mechanism that leads to the death of motor neurons. If this holds true for other neuronal disease, our results could be one day used to drive the development of treatments for previously incurable diseases. In our work we also describe how the p53 protein regulates the loss of motor neurons. Removing p53 saves mice with CLP1 mutations from certain death." If scientists are successful in applying these findings to people, the researchers may have discovered a treatment approach to cure ALS and similar diseases. The authors, however, caution that more studies will be needed to translate their findings to human medicine.

This study was performed in collaboration with research groups from the Medical Universities of Vienna and Innsbruck, the University Medical Center at Hamburg-Eppendorf in Germany, the Harvard Medical School, the Harvard Stem Cell Institute, the Boston Children's and Massachusetts General Hospitals, the Keio University School of Medicine in Tokyo, Oita University in Japan, and the Weizmann Institute of Science in Rehovot in Israel.

Notes:

1) CLP1: = Cleavage and Polyadenylation Factor 1: a kinase (enzyme responsible for transmitting signals in cells) responsible for attaching phosphate residue to RNA.

2) Oxidative stress: causes damage to cells and the genome, and is involved in the ageing process. The normal repair and detoxification function of the cells is overburdened.

3) p53: a protein that is mutated in many types of cancer cells. It plays a role in inhibiting the cell cycle and can trigger cell death.

Those opposed to Redskins name take case to judges

WASHINGTON (AP) -- As someone who has spent nearly a third of her life fighting the Washington Redskins nickname, Suzan Shown Harjo had a good laugh when asked about the team's latest line of defense.

Redskins general manager Bruce Allen said last month that it is "ludicrous" to think that the team is "trying to upset anybody" with its nickname, which many Native Americans consider to be offensive.

That's beside the point, according to Harjo. She's never suggested that the Redskins deliberately set out to offend anyone. But that doesn't mean that people aren't offended.

"It's just like a drive-by shooting," Harjo said Wednesday. "They're trying to make money, and not caring who is injured in the process ? or if anyone is injured in the process. I don't think they wake up or go to sleep dreaming of ways to hurt Native people. I think they wake up and go to sleep thinking of ways to make money ? off hurting Native people."

The long-running battle over the name gets a restart Thursday, when a group of Native Americans goes before the Trademark Trial and Appeal Board to argue that the Redskins should lose their federal trademark protection, based on a law that prohibits registered names that disparaging, scandalous, contemptuous or disreputable.

Harjo has won this round before. She was one of the plaintiffs when the board stripped the Redskins of the trademark in 1999, but the ruling was overturned in 2003 in large part on a technicality. Essentially, the courts decided that the plaintiffs were too old, that they should have filed their complaint soon after the Redskins registered their nickname in 1967, or shortly they became adults and therefore old enough to file a case.

So this new case was begun in 2006 by a different group of Native Americans, with ages ranging from 18 to 24 at the time it was filed. For various reasons, it's taken seven years for it to get this far. It's now been 21 years since Harjo, now 67, filed the original case.

"It's not what I do every breathing hour, but it's been that long since I've become a thing rather than a person," said Harjo, who is president of the Washington-based Morning Star Institute, an advocacy group. "By that, I mean I'm the 'Harjo case.' And people talk to me sometimes, saying, 'Well, in Harjo, da-da da-da da-da.' It is a little startling."

The motive is to force Redskins owner Dan Snyder into a change by weakening him financially. Redskins lawyer Robert Raskopf said during the previous case that the team would suffer "every imaginable loss you can think of" if it no longer had the exclusive marketing rights to its name.

A Redskins spokesman said the team would have no comment Wednesday. Snyder has always vowed not to change the name, and the team has said that it is meant to honor Native Americans, not ridicule them. Allen said last month that a change isn't being considered.

"There's nothing that we feel is offensive," Allen said. "And we're proud of our history."

The name debate has generated off-and-on discussion in the nation's capital over the decades, but there's been a renewed momentum in recent weeks. The Redskins were denounced time and again at a daylong symposium at the Smithsonian last month, and politicians and local columnists have since either expressed reservations about the name or condemned it outright.

"You stack up more and more, greater support," Harjo said.

Previous predictions of an impending change, however, have not borne fruit. In 1998, while pursuing the first case, Harjo said: "I fully expect these names to be a thing of the past in 10 years. I think that will happen whether or not we win this suit."
